To be fair, it's not so much that. Basically, when the Nanoha characters age to their StrikerS versions the first time they'll gain their StrikerS memories, but then when they change back they'll keep them, making them the same person in their younger body. So it's more that they wouldn't be able to do anything without it looking terrible.
And yes, everybody wishes they were Hayate, what with her massive harem.

We can do, yeah, but remember it's only while she's an adult. And she may change randomly throughout the RP due to paradox shifting.
But yeah, she gropes Signum in her sleep. Everyone else is more or less fine with it, but Signum gets embarrassed, so she does it in secret. Makese perfect sense, no?

Yeah, it's just her thing. She enjoys groping her younger teammates. She says she's just "contributing to their growth", but she also does it to Reinforce, Signum (only while Signum is sleeping, because she gets embarrassed), Shamal... Vita's the only one that doesn't get it. Vita is also the only one that has feelings beyond familial love for Hayate, but that would likely never go anywhere anyway.

Older Hayate is a possiblity, so long as Feenie doesn't OBJECT to her molesting of everything that breathes.

Just remember; if it involves somebody elses characters, discuss it with them so that you don't try to set up something that winds up being contradicted. Unless that's what you want, but you should still talk to them about it, as opposed to doing it Aragorns's way.
