It wouldn't be able to speak, and still wouldn't be legendary, but that is a genuine individual, so it'd count as a character, not an OC.

I would have to point out that Zoroark is not a Legendary, cannot speak, and has no personality. If you want to bring him in, it's going to be an OC one.
Plus, N has a Zoroark.
