And about your question why Threatening Roar isn't Limited:

There are three legitimate reasons to set restrictions to a card:
1. The card gives completely unfair and unacceptable advantage.
2. The card is so powerful that it should run at threes in every deck it provides huge advantage 99-100% of the time. (Like Pot of Greed, Graceful Charity or Monster Reborn)
3. The card in its own deck is so powerful that every player who has the resources will use this deck so it can take advantage of that card and it will be unfair to other players. (Gateway of the Six and Black Whirlwind are an example of this)

Threatening Roar does not fall under any of these categories. But it would be very rare, almost impossible for you not to have a use for Pot of Greed, Graceful Charity or Monster Reborn. That's why those cards are restricted.
