Fred is from a comic series called Neglected Characters, it's made by a guy named Jay Resop who is also a character [the stick guy with the picture of Bob Dole's head is Jay]. It's known for it's crude artstyle [mostly cause it was one of the earliest known sprite comics having started in 1997]. Fred is known for quite a few things: Watching C-SPAN, eating Tacos, and hating Mario. He's also violent as well with his three moves called Deathray, Ray of Death, and Deathly Deathray of Deathly Deathness.

You realise; Shepard's dream could have easily been of the boy in the forest.
