Xemnas And The Baddies

Xemnas is the last survivor of Organization XIII. He seems to have finally died at the end of KHII, but he simply went off to recruit certain villains for his revenge. King Mickey sends Sora a letter warning him about this. He also gives him permission to "meddle" in other worlds. The king's strategy is to go have Sora recruit people who know the villains Xemnas has recruited and work together to finally defeat Xemnas once and for all. Their fate is yet to be sealed...
