Actually it was a brown cloak and that was to disguise his identity.​

 

but why Riku (ansem form) wears a Black cloak? not the brown ones?

 

I don't know maybe he stole an Organization cloak...​

I think Riku had an Org. XIII cloak is because he was connected to Mansex.

Mansex = Xemnas

 

Sorry, some people figured out that if you rearrange the letters in "Xemnas" you get "mansex" so many people refer to him that way.​

Yeah it was Ansem... But I have no idea what that part had to do with anything :\

 

Remember that in the US release, the Organization wasn't shown at all. Ansem was in that tattery brown cloak because the Org wasn't thought up of yet. However when KH:FM came out, they finally managed to figure out the storyline of the Org, so they gave them black coats as seen in the Secret Movies.
