_MOVED to Technology. Anyway, if you're looking for free, your best bet is phpBB or another free forum software. An ~actual~ website that is all yours requires hosting (which is definitely not free). As for making one, I strongly suggest looking at HTML tutorials. You will need this for building a website, as it is the structure of a site. After you've got that down, go onto CSS and then Javascript. Before you do any of that though, you should think about what your website will be about. Why should people care about it? What kinds of information and so on will you bring to the table? You should do that, then draw rough designs to sketch it out so you know how it'll look, and then try to make it. Obviously not a get on the first try deal, but practice makes perfect.

If you're just looking for something fun to upload you thoughts or pics or whatever, this would be it. If you're looking to make a legitimate site, like this one, you're not gonna be able to do it for free. Your looking at around $10.00 a month for the best package, around $5.00 a month for the cheapest package. Not to mention the price you're going to have to pay to have someone create you a website, good websites aren't made with a simple click. It takes a lot of hard work and effort to create a site that is worth it's name. If you were able to find someone willing to make you a site for free however, you'd still have to be able to at least maintain the site. As Plums said you're going to have to do some research, tutorials, and learn the basics. It takes more than basics to create and host a site though. Given that you wouldn't likely want to maintain the site on your own, you'd have to find people willing to be part of your site and help you with it. Rarely will you find people so kindhearted to do so. So i'm doing a rough estimate here. Let's say $5.00 a month for the cheapest web hosting package, around $30-$100 dollars for a poorly scripted website, ranging anywhere from $0 to $20 bucks a month (that's being cheap) for the people helping you maintain the site, let's say about two to three people who know what they're doing, oh and to top it off well I found you special offer 99 cents for a domain name . . . You're looking at anywhere from $35.99 the first month and $5.99 from then on, to $165.99 for the first month and $65.99 every month after. Keep in mind, all these prices are "Cheap" and that's the lowest hosting package. So if you are able to dish out that kind of cash for a poorly made site, then you're good to go. However if don't have that kind of cash you're best bet is the link at the top of this post. Free website maker, free hosting . . . but it's crap, well it's intended solely for businesses (small businesses at that) not amazing websites that make people go, "Woah!" All that said, with little to no experience in HTML (that's the bare minimum, not including Java, and all the other important scripts) you're not gonna be hosting your own "Awesome" website anytime soon. ~~Prices are based either off of GoDaddy.com or just my rough estimate of what I would charge.
I suggest going with someone other than GoDaddy. It's a bad hosting service -- so bad, even the vBulletin support staff over on vBulletin Community Forum recommend against them.
*facepalm* Did everything else I said not go through or do you have a pocket full of money? The prices I gave you were being very . . . very cheap. Running a good website costs a very very big sum of money.
Eh it depends, I have personal webhosting & a top-level domain name for about $45/year. Granted I took advantage of Cyber Monday deals, coupons, and I maintain it all by myself, but you can do it on the cheap. If you're just looking for a free host to play around with, byethost is what I used to use. They offer a lot of flexibility you won't find with other free hosts, like FTP & MySQL access, auto-script installers, domain parking, etc. Their service isn't always reliable (you get random downtimes and slowdowns) but hey, you get what you pay for. However, like others have said, making a serious website takes a lot of skill and know how. However, it's a really fun hobby--I taught myself to code basic web layouts six years ago and I still enjoy it. If you're looking to dabble in that, start with a site like W3Schools, learn some basic HTML and CSS, then expand into systems like Wordpress, phpbb, etc. If you're just looking for a personal space or blog, try a site like Weebly (linked above), tumblr, Wordpress, etc.
You can't just start a site out of the blue. I did that with anyfate (a forum I used to run) and it failed pretty hard. You also need money. Not a lot of money, but if you miss out one month and can't pay your host, then you're screwed. If you are serious about this then I recommend hostgator for hosting and namecheap for the domain. Hostgator has AMAZING customer service and have easy installers for most web software (including phpbb) and namecheap is just generally a good domain registrar. You can get a .com with them for like $10 a year. Get a team of staff and plan out what you're going to do before you pay for everything. You also need to be dedicated. You can't just occasionally update the site, you pretty much need to be working on it at least 5 hours a day. If you have a lot of staff that can be less though. Also, don't make the site public until it's 100% complete. This is optional but I would recommend it. Alternatively, if you just want to make a mess-around site, get wordpress, freewebs, or yola. These are all blog sites (I think) but are free and have built in sitebuilders. I would definitely not recommend using these for a professional site but hey you can if you really want to.
Not to discourage you or anything but ... if you can' t even google Bluhost on your own something tells me you' re not up to the task. Not even remotely.
