    So I'm Sora, lvl 63-or-so, Ultima Weapon(FINALLY!), and I go to the fat dude in Twight Town and he goes "You're not experienced enough to fight Seifer! 8D" Why is this?

    you have to fight hayner and that other guy first (forget his name) setzer was it???

    edit: forgot to mention that you have to beat them 10 times :P

    You need to fight and win against Hayner 10 times to unlock Setzer.
    Do the same with Setzer to unlock Seifer.
