So, this is my first attempt at making anything using PS El, let alone my first time making an Avatar. I would love to have some creative feed back on this to tell me what I need to improve.
    Well, here it is

I also made a signature to go along with the avatar

Oh boy, I really hope I don't sound like a jerk when I do my constructive criticism...

I strongly suggest you look up some tutorials to learn how to use Photoshop more efficiently. This one especially, which I still use to this day myself. Now for the specifics:

Your avatar is way too big (I usually aim for around 125x125 or 150x150 since I'm a Premium). The image itself is fine (I love Ahri), but you added an extremely unecessary lens flare that doesn't really add to the image at all. The border looks random as well, and makes her chest look...awkward. The text look...ugly, and doesn't blend with the image at all, rather clashing against it. Don't put words right on top of your image like that, and that color just looks bad against the image. I can't even really read the middle sentence.

Your signature is an odd size/shape, but I guess that's fine. What isn't fine is the horrible, ugly effects you've added onto Ahri and Katarina. They look...really bad. Don't just add effects because you can; use them sparsely when you know what you're doing with them. The text looks boring and doesn't blend at all, and the overall image looks flat.

Try editing these again with what I've said in mind and paying attention to that tutorial I've listed.

Thank you for your feedback, I shall take these into account and edit what I can after I am finished with what I am doing.

I'm just gonna ditto what Hayabusa said, and add a little to it.
I'd suggest resizing your images to make it look more appealing. And also, with your signature, I know the restrictions on signatures on this site are at least 500 by 500 pixels. You don't have to fill in that entire amount, you can play around it a little. Let's take Hayabusa's tag for example. His is a nice size and height, very eye appealing. Easy to spot, and good all around to look at. There's nothing too crazy going on in it, and he made the text really make a difference. And not to mention Batman is my favorite Hero, but whatever. d:
Anyway, just keep in mind that your stock(s) you used in your signature look a little stretched out, in my opinion. Maybe try going for a more rectangular signature instead of more square, if you catch my drift.
Don't get discouraged, there's still some nice things in there! And I see some talent. You should really work on this, I want to see this finished. c:

Here is an improvisation of the tag, using suggestions by both of you.

A lot better now, but the text still doesn't blend at all. It looks like it was just pasted on at the last second, and the words obscure a lot of Katarina and Ashe.

What you need to do is give the text that either matches the color palette of the images you're using, or a color that contrasts without clashing with the image. As you can see in my current signature, the text neither detracts from the main focus (the Batman symbol), nor is it hard to read: it blends with the image. This tutorial has a nice section detailing how to work with text.

Also, since you're now using a smaller image size, you should compensate your images so that they're not hard to see, by focusing on a specific area of the character. Zoom in a bit on the focus of your characters, like their busts (face and chest mainly) as well as their acting hands (Ahri's hand that holds her orb, Ashe's bow, etc.)
