Apparently it's going to be for the 3DS. There really isn't much info on the game or any gameplay footage yet since it's too early in the development. Capcom is going to be working with the fans on creating it and they're actually neglecting the fact that the first two games did not sell well which is good I suppose. I'm really not sure whether or not to look forward to this game. I'm still waiting for Megaman X9.
