No, pedophilia is sexual attraction to prepubescent minors. Whether or not that attraction is acted upon is another thing entirely.
Ephebophilia is similar, but for postpubescent minors.

You CANNOT be arrested for being attracted to minors
You CAN be arrested for having sexual relations with a minor
Someone who is attracted to minors but goes their entire life without acting on that attraction is not a pedophile
just like how someone who is attracted to rape but doesn't act on the impulse cannot be called a rapist.
