Well I'd rather have the hyperactive one, think about it, would you rather have:

A. A ninja who emits electricity and shurikens yet chugged a bit too much whiskey and vodka who proceeds to stumbles around using his power for his own lulz, probably going to a near genocidal state.

B. A Ninja that not only shoots shurkiens and lightning but moves faster than the flash thus being the ultimate ninja and making Ryu Hayabusa cry to his mommy.
