Your borders aren't too great, and the blocks really don't do much....
The second one has good lighting, and flow, but the overall effects are abit... "meh".
The text is good, but the placement is ****ing horrible.
Get the color you used for the lighting, and brush on a new layer above the text layer, but make the text still readable.

I personally find the first one waay better. But the blocks seem to ruin it, get in the way sort of. If you would take them out, or even replace them with a more blendy effect, it would turn out better. The border is much like the blocks as well.

The second one...seems very plain, and looks like you're repeating the same effects over and over again.

I personally like the second one best, but I'm not the best of art critics; I like the simpler styles rather than lots of effects to make it look cool. I think the blocks are a little heavy on the left side of the Gaara tag; maybe blur it a little to soften the edges? And again on the left, the border dies off and goes back to the original color; it's a bit jarring.

Orochimaru just looks terrible. I don't think the image of him itself was that good to begin with. As I said earlier, I like simpler tags, so I don't really have anything to say about this one. x_x Sorry.
