Kingdom Hearts II Organization Pod's in Twilight Town?

At the begining of Kingdom Hearts 2, when you enter the basement of the Mansion in Twilight Town, you come across a hallway of pods. 2 of these pods have Donald and Goofy in them, and in the next room there is the pod Sora is in. But there are also several other pods, I was wondering what their purpose was, so while counting them I noticed:

The number of pods matches the number of Organization members that didn't work for Ansem. Could this be a clue to where the other members came from?
Now I don't know if this is true, or if the pod Sora was in was built later. Im sure others have noticed this, but I just thought It was interesting and wanted to share and get some thoughts on this...
