On Pokemon, do iv's go up when you breed?

i think i remember seeing something about it, but i dont remember anything about it.
the reason i ask is i want to actually make a team of misdreavus and blaziken with no cheats at all. the most i will do is use pokesav to delete unwanted ev's but i need to know how to increase iv's without cheating...
