Because the internet and ISPs are not controlled by the government, it's up to private businesses to make these upgrades. The government could mandate that all companies upgrade their technology, but that would be expensive--an expense that would be pushed onto the consumer. It'd be nice if the government would or could fund something like this but I think the US Government has other financial priorities at the moment.
