Ran into one on the way back home just a little while ago after picking up my mom from work. A car across from me and I got to a four-way first, while a person to my right was still coming up to the stop sign. The car across from me and I had to wait for pedestrians on my side to cross; when the pedestrians cleared my lane, I started going, and the person to my right just goes. They got a good dosage of horn, which was 10-15 seconds long.
