That definetly looks like a cover to me. It is even shaped like a PSP box.

Agreed. I wish they put something like the Land of Depature or something in the back, just to give it some vibrancy.
Still, I love the artwork, hoping it's the box design and can't wait for the real thing in my hands.

I am 75% sure (not so sure what happened to the rest of the 25%) that this is the album artwork. Like the people above stated, it has the PSP logo at the top (the silver bar) and at the bottom left corner, you can see the CERO rating. It DOES look a lot like the 358/2 Days cover, so yeah.

It looks really nice, but I would put Terra a bit lower, cuz I had to look for him behind the logo. It seems Ven could be the main main character (the main main was not a typo, I mean extremely main), because his picture is the biggest, but that's just speculation. I would also add a backround. Looks like they're flying on a piece of metal...or that might just be cuz of the quality. I think it's a sky with clouds though...

Pales in comparison with some of the fan boxart. They should use screens from the secret ending, not art of the characters.
