Can you try a system restore for me?

Should be Start > Control Panel > System Restore > Restore my Computer to an earlier time.

I can't find that on the Control Panel.

Also I cna't find the program anywhere on my computer but i'm positive it's still running because the same things happen when it was still there.

lol. I misunderstood what you were saying in your first post. xD

Okay how did you remove the program? Did you go through 'Remove Programs or Componants' because traces of programs can still be found in the C:// drive. Depending on the program of course. I know of several, which shall be unnamed because of their purpose, which leave several traces in the C:// drive.

Do you know if it's a virus, or some kind of malfunction with the computer.

If it is a virus, you should try getting Adaware, and/or Spybot:Search and Destroy. I'm 99% sure that these downloads don't contain any viruses; Major Geeks is pretty trust-worthy. Both of these are free.

If the problem persists, you should get Norton Antivirus. This is a very good program, but it's not free.

If this has nothing to do with a virus, tell us what type of operating software (ex: Windows XP) you have, so maybe someone with the same version can help you get to the system restore option.

I don't think it's a virus the computer says I need to uninstall it before I can fix it.

When I removed it I went to Start>Control Panel>Network Connections>My connection type then I right clicked and went to properties and it said the name of the program and it said 'Uninstall' I did that and I restarted my computer but everything is the same.

If your using Windoes XP you can restore your computer by following these steps:

    1. Click Start, Programs, and then Accessories
    2. Click System Tools and open System Restore
    3. In the System Restore window, select Restore my computer to an earlier time and click Next and follow the steps to restore your computer to an earlier date.

It means it will try to restore your computer's settings back the way it was when it was still working.

This problem seems...major now. There might have been a virus on your comp from the previous things you downloaded.
