Well...the characters themselves probably aren't real.
But they might be based on historical characters, like Himura Kenshin was based on Kawakami Gensai, who was a real historical person.

The Dynasty Warriors series is based on the Romance of the Three Kingdoms, a historical fiction written by Luo Guanzhong, chronicling the fall of the Han Dynasty and the chaos that ensued. One Zhang Xuecheng described the novel as being composed of 70% history and 30% non-history; while many of the events are true and many of the figures did in fact exist, some characters and events are pure fiction, sometimes composed by the writer himself, and otherwise gleaned from local folk tales.

As for the game, it highlights a few of the grander battles of Romance of the Three Kingdoms. It further dilutes the historical accuracy of many events, as is evidenced by the fact that even different games in the series aren't entirely in sync with each other, historically speaking.

Concerning Mvalentine's comment about it being a spin-off of a spin-off, he's probably referring to the game entitled Romance of the Three Kingdoms, which is also based on the original novel and was indeed the inspiration for the Dynasty Warriors series (They're both made by Koei). In other words, Dynasty Warriors suffers from two rounds of adaptation decay, three if you count the history itself. Kind of like the Trinity Blood anime. And, like the Trinity Blood anime, it can still be quite enjoyable in its own right, as long as you remember that about 30% of it is bullshit and another 20% is not quite right.

Good example: Zhuge Liang was very real; he is at least partially credited for the creation of the Thirty-Six Stratagems, with which I have recently become obsessed. And he was indeed a master tactician. In fact, he was so brilliant that Romance of the Three Kingdoms made him out to be a full-blown sorcerer. (Of course, this is to be expected; the novel was highly biased towards the Shu, and the games reflect this.) Note, however, that he probably wasn't actually a sorcerer. Personally, I think he's more badass for not being one, but making people think he was.
Kinda like the villain in the new Sherlock Holmes movie, only with more getting away with it.

Funny. According to the Koei wiki, the Qiaos might never have married Sun Ce or Zhou Yu at all. Only one is semi-confirmed, and it could have been someone else.
