Question Help!

If I ever needed the help of your mad skillz at photoshop, it's now. I'm following a tutorial on a signature but I am at a loss on how to do something. It is asking me to make a stroke path with a light blue outer glow on it. I thought that you might know how to do this and I am asking because I couldn't find anytutorials on how to do it. Please reply soon.

Noto Bene: It's the glowing bit I don't understand, I know how to use the pen tool. Here's what it should look like:

 

After you make your pentool object, right click the layer it is on and go to blending options. There you should see an option for outer glow. Go into there and change the color to blue and it should achieve the desired effect.

EDIT: It worked. Here's the sig although I really shouldn't use it because it's the same one as in the tutorial.
