    It's quite hilarious actually. If you look on google, "deleted recycle bin" is the second most searched thing beginning with "del"

    Are you sure you deleted the recycle bin or just the icon? If it's just the icon you can fix that easier. If you deleted the recycle bin you might want to use your windows cd and have it reinstall it.
