Your signature in total has to be under 500 by 500 pixels. That's quite large though; I doubt you'll get a gif under 500kb that is that big. As for decreasing the size of your gifs, I do it in Photoshop. If you're looking to have someone do it for you, you could try asking in the Graphics Shop.
If you have a Photobucket account, you can upload your images there and use the re-size feature. That's what I do for my avatars.
