Computer trouble

Whenever I click on a link that adds a new window, my computer will freeze up for around sixty seconds (Not sure of exact time), also if I try to shut it down with the Internet cord still in, it will just reset, I have to take the cord out if I want to shut down.

Could I get help with these problems?

 

Start your PC in safe mode, do an antivirus check and an antispyware check. Then do a defragmentation. If that doesn't help then it might be a hardware problem causing the trouble.
