If Sony's right, and the users let liquid get into the connections, then it's really the user's fault. However, it's not entirely unfeasible that Sony might just be blaming it on the users in order to avoid the PR nightmare that a recall would entail. There's really no way to tell for sure unless a third party investigates the issue.
Spoiler I was a wee bit worried there for a moment - thought this was large scale problem when I saw the title lol. The Govt. Agency investigations seems a bit excessive but I guess Sony want to prove its the incompetence of users. Might save them some grief in the future.
