lol the outcome is really simple. i probably could have done it in 2 steps. But its good for beginners and people who want something simple.

Use the smudge tool.... it's a finger(In the window titled The GIMP).

 

heh, lol, i know that, i mean, i try to smudge it and it turns out like this...

 

You need to download a cloud brush from deviantart.
