ok im bored and i think these 2 are my best drawings which one is better?

Work on your proportions, they need to be resized. Add in some shadding, it will make your figures look more life like. Go look at some hand tuts, or study your own hands. It will help you when you draw.

Well...I'd like to consider bout other's personal opinion first, but in this case...

I think you should work on shading and proportions for both...they look flat. Make it a little more 'round' if u no wat I mean cuz the entire body for both pics seems quite straight. (looks at Kakashi's arm for example) And I can see that you're trying to add some depths in color around Kakashi's vest, try spreading it out some more.
