I tried to follow a tut, but not even half way through it I realised I didn't know how to do what it said to do, so I took what I had and made this.

Well the red part in the center looks like a nice start. Darken some areas of it and sharpen it to bring more focus in. One of the major flaws in here is the lack of color theory. Try to stick to some similar colors rather than just throwing random ones on it. The lines going across only obstruct the small bit of flow you have, so rotate them and give them a small glow. I'm not really too in love with white as the background -- maybe change that. Some of the effects coming off seems a little random, so smudge their edges with a nice X brush with a very low spacing. The arrow looks very out of place on the white background -- the red seems to fade out towards the edges, yet you leave everything else there. Brush in white around the edges and Gaussian Blur it by a large amount.

Keep working at it, and never follow a tutorial halfway. Try to go all through with it, and as you become more experienced, follow them much more loosely.
