Question Anybody know...

This is gonna sound lame. But anybody know how to get this type of effect on a photo? I really like this effect. Picture below.

There are a few steps involved in making a pic have that kind of feel to it.

The most basic tut I can give you is:

Orange to purple gradient map
Sharpen
Play with blur tool
Play with sharpen tool

While we are at the pic,, how do you get round edges like that?
