Tutorial Animated Rain tutorial

Yeah so someone needed help on how to do this so I made this. It's my 3rd tut, but I actually remembered to put pictures on this one so thats a plus >_>

I see many ask about how to do this, and I always explained to them how. They really didn't get it, so I said to myself "Man, I oughta make a tutorial...".
Needless to say, I never got the chance.....
But, thank you for taking the time to make this tutorial, i'm sure it will help many :).
