Okay, let's get right down to the skinny of it. There are plenty of people who seem to not know where a thread should be posted and thus end up posting it in the wrong place. I propose a thread for such purposes.

Think about it. There are plenty of topics that don't necessarily belong in any particular category, but don't really count as spam either. This way experienced members and staff would be able to direct would-be spammers to the right section.

    So, good idea?

Last I checked the PM system worked perfectly fine.

I'm not sure if a thread would be a good idea, since members may argue about where a thread should go.

And anyway, most of the time someone posts a thread in the wrong section is because they don't read the rules. If they don't read the stickied rules, why would they read a sticky about where to post?
Imo staff members can deal with it just fine; if someone has a question then they can PM a staff member, and if they are posting a thread in the wrong section too many times it's easier for a staff member to take care of it via PM, not a thread. After all, it's part of our jobs.

Like Wolfie said, it's not a major annoyance or anything. Moving threads takes about 30 seconds on our parts, and I don't mind doing it. When we move someone's thread, hopefully they learn to be more careful about where they put it. If they're that unsure, contacting someone is very easy to do.

Just seems like a waste of posts, imo.

    I actually like the idea.
I don't think too many people will actually argue about where something goes.

But the only problem is what Wolfie said. If they didn't read the stickies, I doubt they'll read that one.
    Maybe something in Forum Assistance.
Older members will probably use it, but I doubt the newer ones will.

Also, unless they created an instance where posts wouldn't count in that one particular section, who's to stop people from just posting there going, "Hurr durr, where go?" Then the staff would have to actually read through what they want to post and then determine where it should go. If you think something is in the wrong section and the staff haven't gotten to it yet, PM them and make them aware. Once they know about it, they can move it to the proper section and the problem is solved.

I could add a thread in the rules section since in principle, this isn't a bad idea, but it seems a terrible waste for staff to add a thread in each area of the board so that people know where to post things. After all, the rules in each area generally are descriptive and have that function as well as pointing out other things for members to know. As pointed out by Misty and Wolfie, if people won't read the rules in the first place, additional pointless stickies are unnecessary. Also, we really don't want to have extra stickies if we don't need to.

So yeah, I'll work on that and post something up in the rules section but it wouldn't be right in each section of the board to have another sticky when rules there already cover the issue.

Actually, I was thinking of it as one thread in Forum Assistance. As you said, it does seem like a waste to have a thread like that in every section. There could be that one thread and then a link to it in the rules.

And DPWolf, Misty, etc. do make valid points, but I still think this would be good to have.

I'm not for it in Forum Assisstance, since posts count and this site is notorious for spamming for post count. I know this is true. :|

Rep's idea is the best solution so far, and I think that might solve whatever problem there is.
