How do you open up a blue card room?

Okay.

I was having a little trouble getting a blue map card with a #1 on it.

Which world are you in currently?

I suggest leaving that world and trying different worlds. In some worlds, you can't get certain kinds of cards. I bet you can't in the current world you're in. I haven't played in about a year and a half, though, so I wouldn't know which worlds have blue 1s. Good luck~​

Are you in Castle Oblivion. I had to do the same thing there so I went to Twilight Town and fought there until I got a card that was blue and had a 1.

yeah, I am in castle oblivion.

 

Like i said before,go to the second floor,the enemies drop more Blue cards there,it still will be hard to get a 1 though.
