Compared to KHI, yes. Gas prices have gone down because the demand of it has gone way down. Is this partially because of the economy? Yes, but that's not the original cause. The original cause was the high price itself, which caused people to be more conservative and to drive less and/or find other means of transportation. The price of gas will increase and eventually level itself out like the last big gas price spike. Anyways, OhHey already covered what I would have said. You should have had a third option that said "better than 2008". Because if 2009 is worse than 2008, we are seriously ****ed. It probably won't be, though.
