Well... all my advice just went out the window. I know there is a Japanese Cultural Mall about an hour away from where I live, I doubt they sell those there though. Uhhhh Chinese tailor shops tend to be cheap and turn out a decent product but they probably don't have those where you live. I would check online and find a Japanese or probably any Asian center of culture(like Chinatown). Think of a place you know where a lot of Asian gather or live and try to look for a store in that vicinity. Word of mouth is probably the best way to do this or try online. This is honestly the best I can do.

It's also a lot money to buy a cosplay. He'll probably better off commissioning it because of the lower shipping costs and better fit.
Actually it's not that difficult you could use sites like esty.com , it's pretty easy to commission custom items there.
