I'm pretty sure all of the somebodies will appear in BBS, although I think everyone ranked below 8 won't have much of a role. also the names Rho posted are not confirmed guardian soul, although I think Arlene is pretty likely for Larxene.

I really can't imagine Master Xehenort with Xemnas' deep voice.
For that to happen, Axel's heartless will also need to be destroyed, and we haven't seen it. Also I'd say axel started as a bad guy in COM and in the begining of KH2 he was still bad but faced emotional struggles between orders and heart, then once Roxas' story ends and he defects, he becomes a good guy.
