Some research I did... The following passages are from a research paper I did on the subject: I know there are a few people in the quotations above that no one has heard of, but the concepts are the same. Personally, I think Axel sounded a bit different only because he was trying to match the lip flaps as much as possible (hence the hesitant pauses and such when he talks in CoM). Since NA Square Enix wouldn't be able to manipulate the lips, the voice actors/actresses had to synch as best as they could without it seeming too awkward in their voices. In other words, they didn't have as much freedom in their voice acting as they did back in KH or KH2. That's why they sound and look as awkward as they do. That's the way I see it anyway.
