Actually, River is more like the personification of the Time Vortex rather than the Tardis. It's still not a totally accurate description because she was just conceived in the Time Vortex, which makes her more like a super accelerated version of the "Time Lord Effect" that happened on Gallifrey, but it's still closer that her being the Tardis in human form.
