Power negation is very circumstantial. Leech can only negate "Mutant" powers Kamijou Touma's negating powers only reside in his right arm Leech would not be able to negate Doctor Strange's powers because Doctor Strange uses magic, not mutant abilities Touma would not be able to negate mutant powers because mutant powers are genetic and thus not "supernatural". Power negation isn't even really a power, otherwise you would negate your own power. Also you can still be shot in the head.
