I don't think it has any significance to the game or to the story... It might just be because that's when we noticed him the most; the first 10 minutes of the game when he threw that log to Sora for example.
Most small heartless are naturally born heartless. Emblem version heartless (which Ansem describes as "synthesized heartless") are usually a lot bigger, like harder enemies... mostly bosses. All heartless (like Darkside, Darkball, shadow's, etc.) that are born naturally are always simple... Heartless like that huge fire thing in Wonderland are emblems... which are created synthetically... :3 I also learned this in the Manga. xD
It was very easy, imo. I was on critical so it was a little annoying... but otherwise, very easy.
I was level 61 or something. I trained a lot in Twilight Town. xD
