I think it makes sense it's the last vigor you get, given that it's hold in function makes you invincible to anything you're facing, meaning Handymen and stuff on 1999 mode can be fought fairly ****ing easily.
1999 Mode is pretty fun, there's only two points that I found to be quite difficult, the end fight sequence and Spoiler Elizabeth's mother. Best advice I can give is Return to Sender, that ****er is your best friend come late game.

The games aren't terrible, but they fall into a cusp of there's only one type of attack you want to do, supers, like the DBZ games but worse, there's not much past constantly trying to nail a super move since normal hits are so minimal is damage.
