I'm going to work backwards on this. Light HAD to kill Raye. Think about it; he had no way of knowing that Raye had dismissed his suspicion towards him; Raye kept it completely between himself and L. With this in mind, Light also had to kill the FBI agents. L could easily track Raye back to Light. Naomi was suspicious anyway because of the bus jacking. But you're right, she probably wouldn't have acted apon it if Rye hadn't died. Oh joy, saved us 2 episodes of walking and talking.
