It doesn't matter how evil someone is. After all they were gonna get Sora, of all people, into the new Organization. All they have to do to get someone into the new Organization is to place part of Xehanort's heart into a person. Xemnas stated that in the original Organization, there were several members that were "inadequate," which include the members that woke up as Somebodies in Radiant Garden. I'm 99.99% sure that Demyx was considered inadequate. Larxene and Marluxia can't be trusted. That leaves Luxord, who was among the final four that were discussing Axel and Roxas in a scene from KH2FM when Sora entered TWTNW.

Well, in KH2, when Sora enters TWTNW, the only Organization members left are Xemnas, Xigbar, Saix, and Luxord (not to mention Luxord actually survived longer than Xigbar did). Since the first three ended up being part of the new Organization, I'm sure Luxord joined as well. Nomura did say some of the members whose faces we didn't see are familiar faces.

Out of the four, the one I have a strong feeling we'll get more info about in KH3 is Luxord. Mostly because I'm pretty sure he is one of the members of the new Organization.
