Because of Legato's return, fear has spread to all universes. Only those with special powers (or who have friends with special powers) are not affected. The groups that Blackbeard and Goku are currently going through it. And Altair is asking Menma (who Tobi is talking to) what he and his friends should do to let Ichigo live (who is currently drowning in the sand). I'll let you know if I forget something else
