I'd say nobody. (You can teleport, hover, use dangerous weapons, and have free will when sora kills all the organization members. Your your own man...er i mean husk)

I think Xemnas is cooler. He's the leader of the organization. He control's all nobodies. Ansem dosen't control all the heartless, just some.
