~Crystal Order HQ: Unspecified Room~ Rassilon entered a dark room, but he knew that who he was looking for was here. "Master Rassilon, what a pleasant surprise..." a creepy-sounding voice that can be heard throughout the room said. "Yes, it certainly is," Rassilon replied, "I wish to apologize for not being able to find you a suitable mission ever since you first joined us. But all that is about to change." "Oh? Do tell..." the voice said. "The Crystal Order is running out of supplies and weapons. However, we've been able to find a solution to this problem, and that's where you come in," Rassilon said. "I'm listening," the voice replied. "A monarch from the oil-rich Middle Eastern country of Kuwait will be making a visit to Japan on Friday. We need you to take his place, and as the ruler of a rich country, provide our Order with whatever we need. And for your service to us, once the new world order is established, the Middle East will be yours to command," Rassilon said. "Alright, but how exactly is this going to work?" the voice asked, "I don't exactly look like this king you're talking about." "That won't be an issue. We can upgrade you by Friday so that you may be able to take the appearances of others. That way, no one can tell the difference," Rassilon answered, "So are you ready for this mission?" A figure emerged from the shadows, revealing himself to Rassilon... "Definitely," Turbo replied, "This sure is gonna be one Turbo-tastic mission. And the Middle East would sure make for one great race course." ------------------------------------------------- ~Tokyo Police Department~ Vanitas arrived at the Tokyo Police Department headquarters, hoping to settle whatever it is the police wanted to question him about. Entering the building, he found Officer Jenny at a desk taking care of some documents... "Uh, hi... I heard that the police went to my home to question me on something, but I wasn't there," Vanitas said. Officer Jenny looked at Vanitas, and went through the pile of paper in her desk, and pulled a document. "Are you Vanitas?" Officer Jenny asked. Vanitas nodded, and Jenny said, "Alright Vanitas, I'm going to have to ask you to follow me." Vanitas followed her, just as he was instructed, hoping to not get in trouble for his allegiance to the Crystal Order. The two entered then entered a room, with a sign on the door saying 'Interrogation Room.'

Now that you mention it, I do remember Nomura discussing the Xbox One a bit (not a lot though) back during E3, a North American event, as opposed to D23 Japan and after, where it felt as though he was ignoring it. I guess it all depends on where the game is currently being promoted.
Reason I believe the PS4 is mostly mentioned in interviews is because Microsoft consoles in general barely have any influence in Japan, hence why Nomura would keep mentioning the PS4. Also, here's an excerpt from a Nomura interview back in July:
