*sigh* I barely took notice to it, but I really think you are overreacting on this one. Seifer is known for being stuck up, full of himself, ect. He basicly has the nature of believing that he is all that. WHen he is talking to sora then, he is basicly saying to him that he is no match for him, and that it would take 10 years to be able to even compete with him.
