Incorrect... On the summoning, it's not an effect, but a summoning condition... All that need be done is a reword on your mecha service card to ignore summoning conditions.
A: You can't summon another monster after using scapegoat. B: You can't use the tokens for tributes. C: You can't normal summon twice in one turn.
I haven't taken my turn yet, I haven't had a chance to set anything I could activate yet...
