No, I don't hug random people. Sure, it's possible it'll brighten their day, but they could be uncomfortable with strangers hugging them. From a personal stand point, I don't like people getting into my space; as a result, I don't get into theirs. Some people simply feel uncomfortable with people they don't know hugging them. Some people feel uncomfortable with people they do know hugging them. If you're going to continue "Hug a Random Person" Day, please ask before you hug them. You could be making their day worse rather than better. But continue saying hi. That's just polite.
