It actually does nothing of the sort. It actually takes what energy is already present and shifts it toward the attracted charge (- or +).

Kinetic energy is brought about by everything, everywhere. So likewise it would be impossible to create what is already there (the energy necessary), and because a magnet utilizes that energy it will use it to propel the object toward the magnet. Magnets are attractors or repellents, as you know.
