Sorry, but those were made to FM only. No one is working on PAL versions of them.
It might be because of that you haven't completed the story mode's missions. After you done that you unlock more missions on mission mode.

What you are talking about is porting and that's advanced. You must get (at most times) dumps from the ntsc and pal version. You should ask some coder how to do it after you get the dumps.
